Dressing:
Cook the shell pasta in a large pot of salted, boiling water. Drain and cool shells under cold running water. Drain again and put in a large bowl. Add tomatoes, celery, and pepper. Make the dressing by mixing everything together. Stir into pasta until coated and creamy. Taste seasonings. Refrigerate until serving.
