Put rice in boiling salted water and cook for 7 minutes. Add milk and butter; stir, bring to a boil. Cover and cook slowly over low heat for one hour. Beat eggs, add sugar, raisins, and vanilla. Pour into rice, stirring slowly until rice starts to thicken. Serve in bowls with sugar-cinnamon mixture sprinkled on top.
