Batter:
Combine the ingredients above to make a batter.
Dip meat pieces in the batter mixture. Heat 1" vegetable oil in a pot and fry meat. Remove onto wire rack and keep warm in the oven.
Sauce:
Heat vegetable oil in a pot. Add garlic, green pepper, and pineapple. Cook 2 to 3 minutes on medium-high. Add remaining ingredients and cook 1 minutes until thick and clear. Serve over meat with rice.
